I like the character ( http://www.animotions.com/Merchant2/merchant.mv?Screen=PROD&Product_Code=mintrich_sassysue&Category_Code=whatsnew ) but she is a little, err, extravagant, for the use I have.

On the other hand, she doesn't require the head and body morph packs, only the free V3.

My question is whether or not you can tone the character down, just a bit (perhaps to a 50% Sassy Sue), kind of like Kielo can be toned down.

Yes, you could set the morphs to less than 1
