This is Bamby. She is but one of several characters being built into the world of 3D using StudioMaya's Anime Doll.
Not sure if you all know of her or not, but she's based on the same studio's Maya Doll, but with an anime-type head. Built specifically for Poser, she rules the anime scene at the moment. With the correct material settings, she can render out into cel shade format straight from Poser. Little to no postwork involved whatsoever.
