I made a texture for a character that looks like black leather. And it looks especially good with the chrome reflection map. Problem is that this texture covers the whole of the character's body.I left the arms skin coloured and i dont want the chrome R.M. on the arms. Is it possible to apply a reflection map to one part of a texture and leave the other parts normal?

There are few ways to do this. Which version of Poser are you using?

Dasically, you make mask in Pshop or your favorite image editing program, and assign it to a blender node to that dictates whether the color of the skin texture bleeds through, or the outfit color.

The one major drawback to this process is that you figure ends up looking like it's nakid in poser since the texture skin is applied first.
